For english translations, ignore country specific language varants. This fixes a probem which occured with a language variant as portal language. TODO: verify! but I can't remember anymore.
… langs8 directory and changed file naming. TODO: does not translate at all, did the old version even do in tiny8?

Should load the tinymce 8 language files but doesnt. at least doesn't translate the UI.
