To maintain docs dependencies and dev env up to date.

Summary of changes

• psutil from 7.2.1 to 7.2.2 in uv.lock
• tqdm from 4.67.1 to 4.67.3 in uv.lock
• packaging from 25.0 to 26.0 in uv.lock
• updated sphinx dependencies in uv.lock and docs/requirements.txt
