Add soft x-ray tomography

Adds a context file for SXT data collection, triggered if txrm or xrm files are seen. This will register data collection groups, data collections, processing jobs and autoprocprograms for txrm files.

When a txrm file is seen the metadata is read from the header and processing is launched with a newly defined recipe "sxt-tomo-align"

Requires a new experiment type in ispyb to be made
