Problem
As per the archival review checklist, one of the tasks is to include suggestions for alternate projects that provide similar functionality (if exists). I would like to add a note highlighting the metrics website
Solution
Add a note pointing to the CMS OSPO metrics website in the form of an important banner
Result
Users are directed to an active project. Addresses subtask in #64
