Drop Python 3.9, add 3.13.

Update Docs, CI, and accelerated envs

Just kicking off the CI. Not ready for review.

Hey, thanks for putting this together. There are a few things that need to happen in addition to what you have here.

  • There is a patch for a problem CUPY package that was released in feburary (I'll push)
  • We should add a CUDA 13x environment now that our dev machines are on 13 (I'll push)
  • New updated CI environments will need to be created and tested. That will be a good time to force the CI onto GPU 1 by default as discussed in our meeting.
