Support baseline for ktlintFormat

I would like it to be possible to generate a baseline for existing files and have the ktlintFormat applied only to new classes.
Currently, if a baseline is generated and ktlintFormat is run, it formats the entire project.

however the referenced issue causing the behaviour appears to have been fixed pinterest/ktlint#1072

Hey @sleepykass I see that the ticket #1072 was closed last year, but the format task does not read the baseline file.
Is there any possibility of me joining the repository and adding this support?
